We are pleased to report that SB1016, a bill introduced by California State Senator Anthony Portantino, which would add FASD as a qualifying condition for special education services in the State of California under the category of OHI or other health impairment, passed out of the Assembly Education Committee with 100% support on the afternoon of June 29th.

Annette Kunzman, President of FASD Network of Southern California and member of FASD Now!, an alliance of organizations, providers, allies and researchers in California, states “After the legislators’ July recess, SB1016 will be in the Assembly Appropriations Committee, where we currently don’t expect any issues. All bills must be heard or passed on by August 15. If SB1016 is supported by a majority of the Assembly Appropriations Committee, it will go to the Assembly Floor for their vote sometime before the end of August. We are cautiously optimistic that it will be on the Governor’s desk for his signature in September.
