Passing with 100% approval, California’s SB1016, which adds a FASD as a named condition for special education inclusion under the category “Other Health Impairment (OHI)” now moves to the office of Governor Newsom awaiting signature.

“FASD Now! is pleased that SB 1016 has passed on concurrence from the Senate floor.  We look forward to the Governor signing this bill and are grateful to Senator Portantino for authoring it,” stated Annette Kunzman, member of FASD Now!  “Too often, our students are misdiagnosed and receive inappropriate IEPs from their schools.  SB 1016 is crucial in our fight to ensure that individuals with Fetal Alcohol Spectrum Disorder (FASD) get the proper educational support they need. It is a vital step in the right direction toward addressing FASD in California.”

Access to special education services in California opens doors to other related disability services.

“With early intervention and appropriate education services, individuals with FASD can achieve their full potential and lead productive lives,” stated Senator Portantino.  “For this reason, it’s critical that we include FASD as part of special education services.  Failure to do so will have detrimental effects for children and their families.  I look forward to the Governor’s signature on this important measure that helps our children.”
