Join us in scheduling meetings with Senators and Representatives to give FASD a seat in conversations about health policy and ensure the FASD Respect Act is well-positioned to pass in the coming two months.</p><h3 class="wp-block-heading">Why Virtual Hill Week Matters</h3><p>The week of November 12th is the first time Congress will be back in session since September, and they have a slate of bills they need to work through before the end of the year. By meeting with members of Congress right after the presidential election, we are making sure FASD is on their list of priorities. </p><p>The FASD United Policy Team will attend in-person meetings, but a concerted effort from this amazing community can make more of an impact than one organization can. Anyone who has participated in a meeting with a legislator or a staff member surely agrees that these meetings are better when you have the support of your community. We want to make sure you have that community support, so a FASD United Staff member or experienced advocate can join any meetings you schedule!</p><h3 class="wp-block-heading">How You Can Get Involved</h3><p>Participating is easy! If you’re interested in joining Virtual Hill Week, you can contact us at <a>melfi@fasdunited.org</a>. You can also schedule your own meetings and coordinate with us if you would like any help. We would be happy to help schedule meetings, go over talking points, or attend meetings with you.</p><h3 class="wp-block-heading">Reasons to Reach Out</h3><ul class="wp-block-list"><li>If the FASD Respect Act does not pass before the end of the 118th Congress, it needs to be reintroduced during the 119th Congress.</li> <li>Legislators need to know that FASD is a priority issue.</li> <li>The Senate will likely vote on the <a href="https://www.congress.gov/bill/118th-congress/senate-bill/3393/related-bills">SUPPORT Reauthorization Act (S.3393)</a>, which includes language from the FASD Respect Act. Brandon Williams </strong>of New York’s 22nd district signed on as a cosponsor to HR.3946, the FASD Respect Act, four days after meeting with constituent Sarah Hamersma and other advocates from New York. This meeting was one of nearly 50 meetings that took place during Hill Day as part of FASD Impact Week in Washington, DC, on September 17th. Thank you to Rep. Council members voted to focus on youth with disabilities in nursing homes and autonomous vehicles. Chair of the NCD, Claudia L. Gordon, Esq. says “the work that we (the NCD) do shapes legislation, policy, work that is done on Capitol Hill, work that makes its way throughout the federal government at a community level”. </p><p>During the NCD meeting, a council member noted their appreciation for the <a href="https://www.hhs.gov/about/news/2024/05/01/hhs-finalizes-rule-strengthening-protections-against-disability-discrimination.html">finalization of a rule that strengthens protections against disability discrimination</a>. The U.S. Department of Health and Human Services, Office for Civil Rights made changes to Section 504 of the Rehabilitation Act that advance equity and protect people with disabilities from discrimination. The <a href="https://www.federalregister.gov/documents/2024/05/09/2024-09237/nondiscrimination-on-the-basis-of-disability-in-programs-or-activities-receiving-federal-financial">full rule</a> can be read here, or you can <a href="https://www.hhs.gov/civil-rights/for-individuals/disability/section-504-rehabilitation-act-of-1973/part-84-final-rule-fact-sheet/index.html">view a fact sheet on the rule here</a>.</p><p>Congresswoman Ayanna Pressley (D-MA-07) joined self-advocates on the Capitol to announce a bicameral resolution that calls for equity in reproductive and sexual healthcare for individuals with disabilities. This resolution would also designate one day in May as <a href="https://pressley.house.gov/2024/05/23/pressley-duckworth-murray-advocates-unveil-bill-calling-for-equitable-access-to-reproductive-healthcare-for-people-with-disabilities/" data-type="link" data-id="https://pressley.house.gov/2024/05/23/pressley-duckworth-murray-advocates-unveil-bill-calling-for-equitable-access-to-reproductive-healthcare-for-people-with-disabilities/">“Disability Reproductive Equity Day”.</a></p><p>The National Institute on Alcohol Abuse and Alcoholism (NIAAA) released their <a href="https://www.niaaa.nih.gov/about-niaaa/strategic-plan-fiscal-years-2024-2028">strategic plan for FY 2024-2028 earlier this week</a>. The plan affirms the NIAAA’s goal of using cross-cutting research programs to reduce stigma related to prenatal alcohol exposure and to increase awareness and education of FASD. <a href="https://www.niaaa.nih.gov/about-niaaa/strategic-plan-fiscal-years-2024-2028/cross-cutting-research-programs">The NIAAA outlines three specific objectives:</a> Advance the Prevention of Prenatal Alcohol Exposure, Improve Early Identification and Treatment Interventions for Fetal Alcohol Spectrum Disorders, and Identify Mechanisms, Diagnostic Biomarkers, and Potential Treatment Targets for Fetal Alcohol Spectrum Disorders.</p><p>Finally, FASD United submitted outside witness testimony for the U.S. Senate Committee on Appropriations, Subcommittee on Labor, Health and Human Services, Education, and Related Agencies Addressing the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention, National Institute on Alcohol Abuse and Alcoholism, and Health Resources and Services Administration. The testimony can be viewed <a href="https://nofaspolicycenter.org/wp-content/uploads/2024/05/Outside-Witness-Testimony-May-2024.docx" data-type="attachment" data-id="4217">here</a>.</p><h2 class="wp-block-heading">June Policy Push</h2><p>With everything that happened in the disability policy space in May, now is the perfect time to reach out to your two senators and one congressperson to provide an update on FASD in your state and the FASD Respect Act. The #1 piece of advice we have received over the last month is to keep talking about the bill with members of Congress.
