Senator Cassidy Chairs the Senate HELP Committee, which has jurisdiction over the FASD Respect Act.</p><p>-Senator Cassidy included the FASD Respect Act in a larger package of bills called the SUPPORT Reauthorization Act in the 118th Congress.</p><p>-Meeting with Rep. Carter (GA) who Chairs the House Subcommittee on Health.</p><p><strong>State</strong></p><p>-Illinois State Rep. Davis met with a group of advocates for 1 hour to discuss a bill he introduced that mirrors provisions from the FASD Respect Act. Rep. Davis encouraged anyone from Illinois to voice their support for this bill as soon as it is referred out of committee. I will provide updates on this and ensure opportunities to advocate for this bill’s passage are communicated.</p><p>-Staff from Texas State Rep. Ana Hernandez’s office met with me to share his motivation for introducing HB 2219, which will include FASD as a qualifier for special ed services. The staffer mentioned that this is his personal favorite bill for this session and that he tries to influence his boss to introduce developmental disability legislation each session. It was also mentioned that he first became aware of Texas FASD advocacy after attending the Texas Council on Developmental Disabilities meeting in December 2024 where he heard a group of parents share what they know about FASD</p><p><strong>Coming Up</strong></p><p>-Meeting with Sen. FASD describes the range of lifelong physical, mental, and behavioral impairments that can occur in an individual prenatally exposed to alcohol. “Fetal Alcohol Spectrum Disorders affects at least one in 20 people in the U.S., and too many lack access to diagnosis, treatment, and support services,” <strong>Senator Klobuchar</strong> said. “Our bill will renew federal resources for programs that support evidence-based services for families that need access care and help put impacted children on the best path forward towards a successful future.”</p><p>Joining Senators Murkowski and Klobuchar as original cosponsors are Senators Angus King (I-ME), Mazie Hirono (D-HI), Jerry Moran (R-KS), Tammy Baldwin (D-WI), Maria Cantwell (D-WA), and Kevin Cramer (R-ND), all of whom sponsored similar legislation during the 118<sup>th</sup> Congress. “We made significant progress on this bill in the 118th Congress, and we were close to getting this legislation across the finish line. More than 50 meetings attended as part of Hill Day.</p><p>November 13, 2024: House authors Rep. Don Bacon and Rep. Betty McCollum pen a letter to the House Energy and Commerce Committee, urging them to hear and pass the FASD Respect Act.</p><p>December 3, 2024: Rep. Abigail Spanberger cosponsors in the House and Sen. Peters cosponsors in the Senate, bringing final tally of cosponsors to 59 in the House and 13 in the Senate.</p><p>December 17, 2024: FASD Respect Act language included in proposed Continuing Resolution bill. The 1,500+ page Continuing Resolution would fund the government for 3 months, as Congress was unable to reach an agreement on a full-year spending deal. The Continuing Resolution included several bills that Congress did not act on during the 118th session. FASD Respect Act was included because of advocacy efforts and the influence of bill authors.</p><p>December 19, 2024: Political pressure causes Speaker Mike Johnson to pull the Continuing Resolution before it goes to a vote.</p><p>December 20, 2024: Slim Continuing Resolution was introduced hours before the end of the 118th Congressional session. This version does not included the FASD Respect Act, and was cut down from 1,500 pages to roughly 150 pages. It passes Congress without FASD Respect Act provisions, avoiding a government shutdown.</p><p>January 3, 2025: Start of 119th Congress. While the bill will need to be reintroduced, your advocacy has created momentum. FASD United is already working with bill authors on a strategy to reintroduce.</p><h2 class="wp-block-heading">Ways to Stay Involved</h2><ul class="wp-block-list"><li><strong>Weekly Policy Drop-Ins</strong>: <a href="https://nofaspolicycenter.org/event/fasd-united-weekly-policy-drop-in/2025-01-08/">Join us every Wednesday</a> (except for the last Wednesday of each month) for our “policy office hours”, where we talk about federal and state legislation, as well as other topics relevant to FASD advocacy. This is an open conversation with no set agenda. By meeting with members of Congress right after the presidential election, we are making sure FASD is on their list of priorities. </p><p>The FASD United Policy Team will attend in-person meetings, but a concerted effort from this amazing community can make more of an impact than one organization can. Anyone who has participated in a meeting with a legislator or a staff member surely agrees that these meetings are better when you have the support of your community. We want to make sure you have that community support, so a FASD United Staff member or experienced advocate can join any meetings you schedule!</p><h3 class="wp-block-heading">How You Can Get Involved</h3><p>Participating is easy!
